Between 2018 and 2023, the market volume for sunflower and safflower oil in Tajikistan showed considerable volatility. It grew from 64 500 tonnes in 2018 to 77 100 tonnes in 2019, stabilized around 76 000 tonnes in 2020, then contracted sharply to 60 100 tonnes in 2021 and 56 600 tonnes in 2022, before surging to 94 900 tonnes in 2023.

The market's movements were closely tied to import volumes, which depended heavily on the export policies of key supplying countries. In 2021, the introduction of sunflower oil export restrictions in Kazakhstan, Russia, Ukraine, Uzbekistan, and Indonesia reduced shipments to Tajikistan, contributing to the market's decline. While Kazakhstan maintained its limits in 2022, Russia's decision to increase export quotas for sunflower oil and meal helped partially alleviate supply constraints. By 2023, increased production in Russia and Kazakhstan, alongside Russia's expanded export quotas, facilitated a sharp rise in imports, driving the market to a record high.

Domestic production remained limited, ranging between 6 300 and 9 100 tonnes annually, insufficient to meet demand and cementing reliance on imports. In 2024, new mandatory conformity assessment requirements for fat and oil products under Technical Regulation TR TS 024/2011 came into force within the EAEU, affecting standards and labeling for imports entering Tajikistan.
