The European market for sunflower and safflower oil grew steadily from 2018 to 2020, with volume increasing from 8.0 million tonnes to 8.7 million tonnes. This early growth was supported by rising consumer preference for healthier vegetable oils, a trend amplified during the COVID-19 pandemic which, despite causing supply chain disruptions, coincided with heightened demand for perceived healthful foods.

Market volume surged dramatically to 12.9 million tonnes by 2022, primarily driven by the Russia-Ukraine conflict which severely disrupted logistics and reduced exports from a key supplier. In response, European producers expanded domestic cultivation, with sunflower planted area in France increasing by 14-20%, and invested in new crushing capacity. Maintained reduced customs duties on imports helped mitigate supply constraints during this period of record prices and temporary retail shortages.

A correction followed in 2023, with market volume declining to 10.4 million tonnes as imports normalized after the previous year's peak and global production from other regions increased. Underlying demand remained supported by strong consumer preference for unrefined and high-oleic variants of the oil.
