The Russian sugar beet market saw dramatic shifts between 2018 and 2020. Output jumped by 29% to 54.4 million tons in 2019, fueled by enlarged planted areas and peak crop yields. The following year, production plunged by 38% to 33.9 million tons after farmers reduced sown acreage, adverse weather hit productivity, and logistical hurdles emerged due to international sanctions.

A sustained recovery took hold from 2021 onward. Production rebounded by 22% to 41.2 million tons in 2021 as planting areas were restored and yields improved. Growth continued in 2022, with output climbing to 48.9 million tons on further area expansion and higher productivity. By 2023, production reached 49.6 million tons, essentially stabilizing as greater yields compensated for persistent bottlenecks in machinery and seed supply. Major producers such as Rusagro-Invest remained active throughout the period, and the number of operating sugar plants varied with the beet harvest.

In 2020, Russia produced 33 915 thousand tonnes of sugar beet, marking a sharp decline of 37.6% from 2019. Over the period from 2017 to 2020, production fell by 34.7%, which translates to an annualized decrease of 13.2%. The peak was reached in 2019 at 54 350 thousand tonnes, with the largest year-on-year increase of 29.2% also occurring that year.
