The market for chemically pure sucrose in Bolivia grew from 375 thousand tonnes in 2018 to 455 thousand tonnes in 2019. This increase followed the passage of Law No. 1098 in September 2018, which established a regulatory framework for the production and commercialization of plant-based additives, encouraging import substitution and strengthening the agro-industrial sector.

Market volume then contracted to 324 thousand tonnes by 2021. This decline coincided with a tightening of controls on chemical substances, including amendments to Law No. 913 in January 2021 that strengthened regulations on controlled substances and likely constrained production activity. Climatic factors affecting sugarcane yields also placed pressure on the raw material supply.

A recovery began in 2022, with the market reaching 387 thousand tonnes in 2023. A key driver was the 2023 creation of the state-owned chemical company Industria Boliviana Química (IBQ), which attracted significant investment to boost local production of chemical inputs, including sucrose for strategic industries.
