Market volume recovered to 1 145 thousand tons in 2021, a year when consumer spending on starch-containing products showed resilience despite broader volume declines in the food sector, supporting demand. This expansion was reversed in 2022 as the market fell sharply to 953 thousand tons, a downturn that coincided with the war in Ukraine disrupting trade flows and increasing costs for raw materials and production.
By 2023, the market volume had grown again to 1 050 thousand tons. During this later phase, policy focus increasingly turned toward sustainable food production and water management, setting a longer-term framework for agricultural practices supplying the starch industry.
