The market for salted, in brine, dried or smoked beef in the CIS grew from 12 214 t in 2018 to 17 224 t in 2021. This expansion was initially supported by a rise in overall per capita meat consumption. The entry of new players into the delicatessen and processed meat segment broadened product availability, while the COVID-19 pandemic shifted consumer preferences toward longer-lasting preserved meats, further boosting demand. The strengthening role of large producers and state-owned companies also helped scale up output during this period.

A turning point came in 2022 when market volume declined to 16 832 t. Falling real incomes led consumers to favor more affordable pork and poultry, reducing demand for beef. Simultaneously, a one-year ban on imports of salted, dried and smoked meat from the US, EU, Canada, Australia and Norway tightened supply, and a significant increase in exports further reduced domestic availability. The market then contracted sharply to 5 509 t in 2023 as major beef processors, such as Bryanskaya Myasnaya Kompaniya, reported heavy financial losses, prompting a drastic reduction in production.
