Earlier Report Observations

From 2018, Cambodia's raw silk market was shaped by the National Silk Strategy 2016–2020, which aimed to revitalize sericulture and develop a modern silk sector. Coupled with investment incentives under the Amended Law on Investment that granted customs duty exemptions for production inputs, domestic output remained steady at around 25 200 kg in 2018 and 2019, supporting stable market volume.

The implementation of Lists of Prohibited and Restricted Goods in 2020 regulated exports, leading to initial overseas shipments of raw silk and a reduction in domestic market volume to 24 200 kg. This trend extended into 2022 when exports rose to 2 400 kg, further lowering market volume to 22 700 kg, even as Cambodia's garment and footwear sector achieved record exports, reflecting shifting trade patterns for raw materials.

Market volume recovered to 25 030 kg in 2023 as raw silk exports ceased. This coincided with the launch of the Industrial Transformation Map for the Textile and Apparel Industry 2023–2024, which promoted domestic processing, and a surge in foreign direct investment into the garment and footwear sector. In 2024, continued government incentives for Qualified Investment Projects and growing consumer preference for 'Made in Cambodia' goods underpinned further industrial expansion.
