Earlier Report Observations

Between 2018 and 2023, Rwanda's production of raw sheep and lamb skins fell from 1,206 t to 582 t, with market volume declining from 970 t to 421 t. This overall reduction coincided with the launch and continuation of the Strategic Plan for Agricultural Transformation (PSTA 4), which aimed to boost livestock productivity and improve collection infrastructure across the animal resource sector.

The tightening of sanitary and safety regulations in abattoirs and butcheries from 2019 onward likely affected slaughtering practices and the supply of raw skins. At the same time, the government's focus on developing meat exports, noted from 2020, shifted industry emphasis toward meat production, which may have altered the availability of skins for the domestic market.

Later developments included ongoing research and extension programs to improve ruminant productivity and the 2023 introduction of a National Aquaculture Strategy, signaling a broader diversification of animal production. By 2024, strategic planning also considered global supply chain disruptions, adding external pressure to the sector.

Rwanda's production of raw sheep and lamb skins has been declining for three years in a row. In 2020, the country produced 820 tonnes, marking a significant year-on-year decrease of 20.2%. After two years of decline, Rwanda's cross-border shipments of raw sheep and lamb skins saw an increase. In 2020, exports reached 143.3 tonnes, showing a sharp rise of 37.7% compared to 2019. However, over the broader period from 2017 to 2020, exports dropped by 67.4%, with an annualized decline rate of 31.2%. The lowest point was in 2019 at 104.0 tonnes, when exports fell by 60.1%.
