Earlier Report Observations

The Rwandan frozen potato market expanded from 32 359 t in 2018 to 36 297 t in 2019, driven by government initiatives. The fourth Strategic Plan for Agricultural Transformation (PSTA 4) for 2018-2024 prioritized potatoes as a high-income crop, leading to investments in infrastructure, mechanization, and irrigation. Additionally, a five-year agreement with Nigerian company BlackPace Africa Group in 2017 brought $120 million in investment for potato production, processing, and export, boosting the sector.

Market volume dipped to 31 931 t in 2020 but recovered to 34 350 t in 2021. During this period, local innovators introduced aeroponic potato cultivation under greenhouse conditions, supported by public agencies, to enhance productivity on limited land. While this innovation aimed at long-term efficiency, the market faced short-term fluctuations.

From 2022 to 2023, the market stabilized around 33 000 t, with a slight decrease to 32 418 t in 2023. In July 2023, the government adopted legislation permitting the use and trade of genetically modified organisms (GMOs), and the Rwanda Agriculture Board prepared to start trials on blight-resistant GM potato varieties from September 2024. Furthermore, the construction of a wholesale fruit and vegetable market in Kigali, slated for 2024, targets reducing post-harvest losses, which could improve supply chain efficiency for frozen potatoes.
