From 2018 to 2020, the CIS market for raw or retted flax grew from 76 228 t to 87 028 t. This increase was supported by the introduction of a state program for flax cultivation in 2018, which provided subsidies and credit benefits for seed selection and planting materials. Regional subsidies, such as those in Smolensk, further encouraged agrotechnical work, while expanded sown areas boosted fiber output.

Production and market volume dropped to 61 627 t in 2021. The following year saw a recovery to 71 717 t, aided by continued area expansion and the development of export channels to neighboring countries, despite Western sanctions that raised production costs and limited machinery imports.

In 2023, the market declined again to 61 324 t, as reduced flax seed harvests and lower yields due to weather conditions constrained fiber availability. The period also saw regulatory and industrial developments, including the imposition of EU tariffs on flax oil and the launch of a large processing plant in Rostov Region.

CIS production of raw or retted, not spun flax grew for the second year in a row. In 2020, the region produced 87,040 tonnes, marking a 2.8% increase from the previous year. Looking at the period from 2017 to 2020, production rose by 7.3%, which translates to an average annual growth rate of 2.4%. The lowest production level was in 2018 at 76,223 tonnes, when output fell by 6.0%. The following year, 2019, saw the strongest rebound with an 11.1% increase.
