Earlier Report Observations

The sugar market in Côte d'Ivoire grew from 217.6 thousand tons in 2018 to 235 thousand tons in 2019, supported by a government policy banning sugar imports to protect local producers and major investments such as the Somdiaa group's XOF 84 billion injection into its subsidiary Sucaf to enhance competitiveness. High yields from irrigated plantations also contributed to robust local production. However, in 2020, both production and market volume declined to 210 thousand tons and 217 thousand tons respectively, even as Sucaf continued to manage its plantations in favorable climatic conditions.

Production recovered to 225 thousand tons in 2021, bringing market size back to 235.2 thousand tons with imports of 10.2 thousand tons. By 2022, the market reached a peak of 246.9 thousand tons, driven by a surge in imports to 21.9 thousand tons while domestic output remained steady at 225 thousand tons.

In 2023, imports dropped to zero, reducing the market volume to 225 thousand tons despite stable production. This coincided with the start of the 2023-2024 sugar campaign across three mills and reported supply tensions, leading to price increases and calls from the industry association to avoid speculative stockpiling. The ongoing import ban, later extended for five years in 2024, along with new production targets from major players like Sucaf, underscored the push for self-sufficiency.
