Between 2018 and 2020, the market volume for raw cane sugar in Congo remained relatively stable, hovering around 70 000 t. Domestic production was maintained at a constant level while the state-owned Sucrerie du Kivu began a gradual revival after 26 years of inactivity, with trial production starting and plans announced to develop sugarcane cultivation over thousands of hectares.

From 2021 to 2023, market volume experienced some fluctuations, dipping to 67 435 t in 2021 before recovering. Rising sugar prices, driven by the depreciation of the Congolese franc, multiple taxes, and high fuel costs, pressured consumer purchasing power. At the same time, increased sugar exports from Rwanda into the region created additional competitive pressure, while local production capacity remained limited.

By 2024, continued price increases and reliance on imports highlighted ongoing market challenges. The government sustained efforts to revitalize Sucrerie du Kivu, though investment delays and management issues slowed progress. Stable output from the main plant provided a consistent supply base throughout the period.
