Between 2018 and 2020, Angola's sugar market volume expanded from 77 thousand tons to 133 thousand tons, driven by a rise in domestic production. This growth was primarily fueled by the state-owned company Biocom, which began producing around 100 thousand tons of sugar in 2018. In 2020, a new concession for an integrated sugar and biodiesel production complex attracted significant investment, further strengthening the industry.

The market stabilized in 2021 and 2022, with volumes around 131–128 thousand tons and production holding steady at 118 thousand tons. During this period, the government's Strategic Food Reserve intervened to stabilize supply, and Biocom optimized its operations to increase output of neutral alcohol and sugar.

In 2023, market volume climbed to 140 thousand tons as production reached 140 thousand tons. Biocom's expansion was central, with daily sugar output of 500 tons and cultivation of 30 thousand hectares of sugarcane. The government simultaneously implemented support policies, including land allocation for sugarcane farming and access to credit guarantee funds, aiming to boost local production and manage domestic prices.
