Earlier Report Observations

From 2018 to 2023, Angola's production of bran and residues from cereal processing increased from 115 thousand tons to 209.5 thousand tons. Initial challenges included post-harvest losses reaching 35% and limited mechanization, with only 28% of cultivated land using animal or mechanical traction in 2018, constraining output. The government's focus on boosting domestic cereal production to reduce imports, emphasized in 2020, laid the groundwork for expansion.

Production surged by nearly 50% to 163.2 thousand tons in 2021, driven by a 5.6% rise in national agricultural output and the launch of the Planagrão program, which aimed to double cereal production to 6 million tons annually by 2027. Growth continued, with corporate cereal production rising 9.3% in the 2022/2023 season, largely due to maize accounting for 93.8% of this increase. Ongoing government support through technical assistance and microfinancing under Planagrão further stimulated output, reaching 209.5 thousand tons in 2023.

However, the domestic market volume declined from 56.2 thousand tons in 2018 to 19.7 thousand tons in 2023. This contraction occurred as rising production was accompanied by a sharp increase in exports, which grew from 59.4 thousand tons to 195.2 thousand tons over the period. The growth in cereal processing residues, supported by initiatives like the Strategic Food Reserve's engagement with national maize purchases, enhanced export availability while domestic consumption did not keep pace.
