Earlier Report Observations

Production of primary sugar crops in Venezuela declined slightly from 3.23 million tonnes in 2018 to 3.13 million tonnes in 2019. This was primarily due to operational constraints, as only five of the country's 16 sugar mills were operating at full capacity amid persistent shortages of diesel fuel and critical inputs. The state's monopoly on importing and distributing agrochemicals began to ease, with private operators allowed to bring in essential chemicals, but this did not immediately offset the broader logistical challenges.

Output recovered to 3.36 million tonnes in 2020 and jumped sharply to 3.78 million tonnes in 2021. The turnaround was driven by two key government measures: the declaration of sugar cane as a "war crop" in April 2019, which provided special financing and subsidies for harvest planning, and the partial dollarization of the sugar sector, which incentivized producers by paying them in US dollars. Additionally, a national agro-industrial development plan aimed at expanding cane area by 30,000 hectares through public-private investment agreements helped reactivate installed capacity.

Production fell back to 2.84 million tonnes in 2022 as diesel shortages continued to cripple milling operations, keeping only a handful of mills active. Despite the state handing operational management of three mills to Turkish investors under strategic alliances and permitting private actors to import agrochemicals, fuel logistics remained the critical bottleneck. The market rebounded to 3.56 million tonnes in 2023, supported by the cumulative effect of earlier investment agreements and a reported 20% growth in the national sugar market over the previous four years, although fuel and logistics problems still threatened mill operations.

The lowest production level was recorded in 2019 at 3 126 K t, while the sharpest year-on-year drop occurred in 2018 with a decrease of 19.2%.
