The market faced a sharp contraction in 2022, with production falling 25% to 2,814 thousand tons. This decline was primarily driven by persistent unfair competition from tariff-free sugar imports, which undercut domestic cane prices and demand. A strong rebound occurred in 2023, with output jumping 26% to 3,540 thousand tons. This recovery was facilitated by improved communication and coordination between cane growers, sugar mills, and government authorities, which enabled better distribution of critical resources like diesel and more controlled import management.
In the broader period through 2024, the sector continued to evolve with regulatory developments, including the implementation of new front-of-pack labeling rules for foods high in sugar in May 2024. Simultaneously, the construction of six new processing plants was underway, aiming to expand future production capacity for sugar, animal feed, and ethanol.
