Earlier Report Observations

Production of primary sugar crops in Africa remained relatively stable from 2018 to 2022, fluctuating between 112.6 million tons and 114.9 million tons. The volume peaked at 114.9 million tons in 2019, dipped to 112.5 million tons in 2020, recovered to 114.6 million tons in 2021, and edged down to 113.8 million tons in 2022.

The market contracted in 2023, with output falling to 109.2 million tons. This decline occurred despite Egypt recording a 34% production increase to 2.964 million tons, driven by a government import ban designed to protect local industry and farmers. International sugar price increases and reduced imports due to foreign currency shortages also influenced the regional market. By 2024, structural developments were underway, including the trial operation of Egypt's Canal Sugar Company beet factory with a 900,000-ton annual capacity and a 25% expansion of the country's sugar beet cultivation area. Kenya banned sugar imports from outside COMESA and EAC to shield domestic producers, Nigeria pursued a backward integration policy to encourage sugarcane farming, and South Africa's industry faced dry weather conditions that threatened to shorten the harvesting season.
