Earlier Report Observations

From 2018, sugar cane production in Madagascar showed a gradual upward trend, supported by the dissemination of new cane varieties and the modernization of farming techniques promoted by the Malagan Center for Sugar Cane and Sugar (CMCS). This effort aimed to improve yields and stabilize output near the nominal capacity of existing sugar mills. Concurrently, initiatives to produce ethanol from sugar cane, along with large-scale plantation investments like the MDC Alliance Group project, created additional demand for cane, encouraging area expansion and providing a stimulus for the sector.

Despite facing disruptive weather conditions in 2020 that threatened yields, collaboration between the Ministry of Agriculture, the CMCS, and other stakeholders helped enhance the sector's resilience, allowing production to continue growing. A slight dip in output in 2021 coincided with a reported sugar deficit and increased imports. In response, new mini-sugar mills opened in Mahajanga and Taolagnaro to boost local processing capacity, while the state-owned State Procurement of Madagascar began purchasing sugar from domestic producers to regulate the market and protect consumers, contributing to market stability.

By 2022-2023, production resumed its growth, aided by financial support from major players like SUCOMA to cane growers for quality improvements and preparations for a new sugar factory in Ampasintsiry with an annual capacity of 70,000 tons. These measures, focused on strengthening self-sufficiency and supporting local producers, underpinned the sector's gradual expansion throughout the period.
