From 2018 to 2019, the market volume of primary sugar crops in Tanzania rose from 3 118 thousand tons to 3 589 thousand tons. This surge was driven by demand for sugar growing over 16% annually, fueled by expanding sugar-using industries, while the government set a target to boost sugar production to 700 thousand tons per year by 2024/25, stimulating raw material output.

After a drop to 3 256 thousand tons in 2020, production recovered in 2021–2022, reaching 3 389 thousand tons. This rebound coincided with an improved investment climate and the entry of new private players, such as the Bakhresa Group’s $70 million Lake Agro project, alongside other entrants like Golden Sugar and Mufindi Paper. Kilombero Sugar Company also expanded its farmer base, supporting raw material supply.

By 2023, the market volume stabilized around 3 322 thousand tons. During this period, the government introduced stronger regulations, including indicative price caps for sugar and amendments to NFRA legislation that allowed management of strategic reserves and imports. Concurrently, authorities announced plans to increase sugarcane production to 4.5 million tons, reflecting a continued policy focus on self-sufficiency.
