Growth continued to 9 000 t in 2023, bolstered by government-led initiatives to boost the availability and affordability of fertilizers, a key factor for cotton productivity, alongside broader rural development projects.

Structural developments shaped the market throughout the period, including the ongoing liberalization of the cotton sector and the activity of private exporters like Tianli Agri and Madagascar Standard Group. The regulatory environment evolved with the 2020 organic agriculture law, aiming to promote sustainable practices, while persistent public-private dialogue focused on revitalizing contract farming and industrial capacity.
