From 2018 to 2020, the market volume for primary sugar crops in Indonesia remained relatively stable, fluctuating between 29 300 and 29 700 thousand tonnes. A notable increase occurred in 2021, when the market expanded to 32 396 thousand tonnes.

The market volume continued to grow slightly in 2022, reaching 32 604 thousand tonnes, coinciding with the amendment of Trade Minister Regulation No. 17 of 2022, which altered provisions for the trade of refined crystal sugar. However, in 2023, the market contracted to 31 202 thousand tonnes, a decline that aligns with the implementation of health regulations setting maximum limits for sugar content and mandating nutritional labeling on processed food products.

Regulatory efforts continued with the ratification of Government Regulation No. 28 of 2024, tightening sugar consumption restrictions and labeling requirements. For 2025, plans were announced to import raw sugar to stabilize prices and a national program to accelerate sugar self-sufficiency was launched.
