However, in 2023, the market contracted to 31 202 thousand tonnes, a decline that aligns with the implementation of health regulations setting maximum limits for sugar content and mandating nutritional labeling on processed food products.
Regulatory efforts continued with the ratification of Government Regulation No. 28 of 2024, tightening sugar consumption restrictions and labeling requirements. For 2025, plans were announced to import raw sugar to stabilize prices and a national program to accelerate sugar self-sufficiency was launched.
