Between 2018 and 2020, Egypt's primary sugar crops production was shaped by a major investment agreement to expand sugar beet cultivation and government policies to maintain strategic sugar reserves, supporting an increase to 27.6 million metric tons in 2019. However, a rise in global raw sugar prices in early 2020 raised local production costs, contributing to a decline in output to 26.1 million metric tons that year.
A persistent domestic sugar deficit in 2021 pushed primary crop production up sharply to 30.2 million metric tons as the government and traders acted to secure supply. The following year, lower world sugar prices and increased sugar imports from Saudi Arabia, alongside weak distribution chains, led to a drop in domestic crop output to 28.1 million metric tons. In 2023, a sugar supply crisis prompted large-scale government sugar imports, while primary crop production stabilized at 28.3 million metric tons.
In 2024, the government announced a strategic sugar stock sufficient until April and set reference prices for sugarcane and beet purchases to encourage farmers, addressing ongoing supply concerns.
