A sharp drop to 22 205 tons occurred in 2021, largely due to persistently high corn prices that raised production costs. The market rebounded to 24 479 tons in 2022 as active promotion of domestic corn seeds improved raw material availability. However, in 2023 volume contracted again to 18 158 tons following a 49% reduction in seed supplies and continued increases in production costs.
Throughout the period, regulatory measures such as import quotas on corn seeds and the development of the “On Seed Production” law encouraged a shift toward domestic seeds, altering the structure of the raw‑material base for prepared sweetcorn.
