Earlier Report Observations

Production of prepared beef and offal in Madagascar remained steady at around 1 380 t in 2018 and 2019, supported by government-led professionalization of the cattle sector and training programs to improve herd reproduction. However, output fell to 1 256 t in 2020 after authorities suspended exports of beef and live cattle in 2019, creating uncertainty for producers.

From 2021, work to restart exports, including electronic cattle tagging and breeding improvements, helped lift production slightly to 1 274 t. The sector saw major investments in 2022 with the opening of an international-standard slaughterhouse and the launch of the BOVIMA export project, yet production dropped sharply to 892 t, likely reflecting transitional adjustments. Output recovered to 1 111 t in 2023 as the government held public consultations on resuming beef exports, despite local opposition.
