The market for tapioca and starch substitutes in Madagascar expanded significantly in 2019, with production rising by over 16% to 78 674 tonnes. This growth was supported by the AROPA project initiated the previous year, which financed the construction of new cassava flour processing units in the Androy region to boost local output and combat food insecurity.

Production volumes subsequently declined over the next two years before stabilizing around 68 000 tonnes. During this period, the market saw the entry of a new major player, Malakass, which started operations in 2021 with an investment-backed factory producing high-quality, bio-certified cassava flour for the domestic market and for export.

The market's development continued as Malakass launched its gluten-free cassava flour on the Réunion market in 2023. By 2024, the company was working to increase its daily production capacity to two tonnes, further structuring the local cassava supply chain and supporting hundreds of Malagasy farmers.
