Earlier Report Observations

From 2018 to 2020, the market volume for prepared or preserved beef and offal in Azerbaijan showed significant fluctuations. In 2019, tightened packaging and labeling requirements for meat products, along with enhanced quality control, led to reduced imports and a lower overall market volume of 2 713 t. However, in 2020, the COVID-19 pandemic caused disruptions in global supply chains and increased demand for safe and preserved products, driving the market sharply up to 3 281 t.

After the 2020 peak, the market gradually contracted. In 2021, volume declined to 3 125 t, partly due to ongoing regulatory pressures. The introduction of a trade markup tax on agricultural products and the application of VAT to meat imports in 2022 further constrained import volumes, contributing to a market size of 3 084 t. By 2023, the market fell to 2 620 t, reflecting continued adjustments in supply and demand.

Throughout the period, domestic production steadily increased from 1 901 t in 2018 to 2 100 t in 2023, indicating growing domestic capacity. However, fluctuations in imports, which dropped from 1 172 t in 2018 to 590 t in 2023, were the primary driver of changes in total market volume.
