Earlier Report Observations

From 2018 to 2020, the Azerbaijani sugar market was shaped by state-led regulation and shifting consumer preferences towards organic products. The arrival of new players and updated labeling requirements in 2019 introduced more competition and transparency. However, the COVID-19 pandemic in 2020 disrupted global supply chains, leading to a sharp drop in imports and reducing the total market volume to 414.9 thousand tonnes.

A rebound began in 2021 as authorities adjusted import policies and demand for organic and non-GMO sugar grew, fueling a surge in imports that lifted the market to 500.1 thousand tonnes. This expansion continued into 2022, supported by international agreements securing supplies of non-genetically modified sugar, which helped push the market to a peak of 555.6 thousand tonnes.

In 2023, the market volume receded to 486.9 thousand tonnes, bringing it closer to the levels seen at the start of the period.
