Earlier Report Observations

The Italian prefabricated buildings market saw production value drop sharply from $10.4 billion in 2018 to $7.2 billion in 2019. A strong rebound followed, with production reaching $9.2 billion in 2020 and $11.3 billion in 2021. This recovery was primarily driven by the 'Superbonus' tax incentive, which offered 110% deductions for energy-efficient renovations and significantly boosted demand for prefabricated solutions. The subsequent National Recovery and Resilience Plan (PNRR) further fueled growth by channeling public investment into construction projects that utilized prefabricated components.

Regulatory and policy developments continued to shape the market beyond 2021. A key change was the new rule allowing the conversion of offices into residences, which created a fresh segment for residential prefabricated buildings. However, high inflation pressured company margins, while the gradual phase-out of the Superbonus reduced fiscal incentives for energy-efficiency upgrades. The European Union's Energy Performance of Buildings Directive (EPBD) set a long-term requirement for all new and renovated buildings to reach energy class 'E' by 2033, influencing product design and certification standards for prefabricated structures.

Technological trends like modular construction and 3D printing gained traction, introducing new product segments. Ongoing updates to regulations, such as the decree requiring new buildings to cover 60% of energy consumption with renewables and rules on digital infrastructure and waste management, imposed new design, labeling, and recycling obligations on prefabricated components. These factors collectively influenced market dynamics, with trade flows adapting to evolving supply chains and international demand.
