At the start of the period, the poultry meat market in Cabo Verde was characterized by low local productivity due to structural constraints and rudimentary breeding methods, making the country heavily reliant on imports. Government played an active role in market protection and stimulating competitiveness. By 2019, ministerial recommendations for crop diversification and pasture improvement began to support local poultry farming, contributing to a rise in domestic production. In 2020, the COVID-19 pandemic accelerated the digitization of sales through the launch of an online shopping app for fresh meat, easing consumer access and coinciding with a 4.5% increase in imports, pushing market volume to 13,714 t.

In 2021, a regulatory decree establishing strict sanitary rules for the import and commercialization of animal products came into force. This regulatory tightening coincided with a 6.1% drop in imports and a decline in market volume to 13,074 t. The following year, the company Upranimal strengthened its position as a key supplier of day-old chicks and specialized feed, supporting the development of local poultry farming for consumption. However, the market volume remained nearly stable at 13,151 t, with a slight recovery in imports.

By 2023, Cabo Verde's economy faced high inflation in international food and energy prices, which reduced household purchasing power and led to a 7.5% contraction in poultry meat imports. Market volume fell to 12,160 t. In 2024, the European Union updated rules of origin to allow more imported raw materials for processing, while the government approved policies to strengthen the agricultural value chain, focusing on sustainability and climate adaptation.

That same year saw the most significant decline of 50.9%, while 2019 experienced the largest increase at 36.6%.
