The Austrian Portland cement market showed initial stability, with volume hovering around 5 million tons between 2018 and 2020. A significant expansion occurred in 2021, as the market grew by over 10% to reach 5.5 million tons. This peak was short-lived, however, followed by a steep contraction that brought volume down to 5.1 million tons in 2022 and then to 4.1 million tons in 2023.

The decline in market volume continued into 2024, falling to 3.9 million tons. This was driven by a pronounced downturn in the construction sector, where real value added dropped by 3.5%. High construction costs, increased material prices, and a labor shortage restrained new building activity. Furthermore, tighter lending rules and rising interest rates since 2022 led to a correction in the real estate market, directly reducing demand for cement.
