The Russian portland cement market demonstrated overall growth from 2018 to 2024. The market volume increased from 53.8 million tons in 2018 to 65.2 million tons in 2024. In 2020, the COVID-19 pandemic caused a temporary decline to 55.9 million tons due to restrictions and supply chain disruptions, which reduced construction activity and demand.

Recovery followed in 2021, with the market reaching 59.8 million tons as major cement companies expanded their production capacities and construction demand rebounded post-pandemic. From 2022 onward, geopolitical factors and international sanctions prompted a shift toward import substitution and state support for domestic producers, which helped sustain production growth. The exit of the international company Holcim from the Russian market in 2022 led to the transfer of its assets to local management and the launch of the Цементум brand in 2023, ensuring supply continuity.

Market expansion continued in 2023 and 2024, reaching 65.2 million tons in 2024, supported by policies favoring local manufacturers and the ongoing localization of supply chains. In 2025, production volume declined to 58.5 million tons.

In 2021, exports were recorded at 76 779 thousand US dollars, reflecting a solid year-over-year loss of 10.4%.
