Earlier Report Observations

The market for pig offal in the Philippines contracted sharply from 330.6 thousand tons in 2018 to 240.5 thousand tons in 2021. This decline was primarily driven by a significant drop in domestic production, which fell from 324.8 thousand tons to 237.5 thousand tons over the same period. Outbreaks of African Swine Fever, which began affecting local hog production, were a key factor in reducing output. During this time, the market operated under strict regulatory measures, including the Meat Inspection Code and DA Administrative Order No. 6, which established handling rules for chilled and frozen meats based on standards from countries like the US and Canada.

From 2021, the market entered a recovery phase, reaching 254.9 thousand tons in 2023. This turnaround was supported by a rise in imports, which increased to 5.6 thousand tons in 2022. In 2024, the government implemented Executive Order No. 128 to temporarily reduce import duties on fresh, chilled, or frozen pork. This measure aimed to address supply shortages and led to a surge in imports to 13.8 thousand tons. Continued African Swine Fever outbreaks maintained pressure on local production, prompting state agencies to monitor inventories and enforce rules against selling frozen meat in wet markets without proper refrigeration to ensure food safety.
