The Estonian market for aggregates grew from 10 827 thousand tonnes in 2018 to 11 574 thousand tonnes in 2021. This expansion was supported by state-owned companies increasing their production capacities to meet rising demand from infrastructure projects. During the COVID-19 pandemic in 2020, state-owned enterprises played a key role in maintaining supply, helping to stabilize market volume. Further growth in 2021 was aided by the expansion of production facilities focusing on reduced carbon footprint and legislative changes aligned with the EU Circular Economy Action Plan, which promoted sustainable resource use and stimulated demand.

In 2022, the market volume fell sharply to 8 006 thousand tonnes. During this period, new market entrants emerged focusing on recycled and composite aggregate products, and mandatory sustainability reporting for producers was introduced. However, these developments did not offset the overall contraction in market size.

The market showed signs of stabilization in the following years, with volume reaching 8 429 thousand tonnes in 2023 and edging down slightly to 8 412 thousand tonnes in 2024.
