From 2018 to 2021, the Russian oats market contracted, with volume falling from 4 661 тыс. т to 3 577 тыс. т. This decline was driven by a sustained reduction in oat sowing areas, shifts in agricultural policy, and the impact of sanctions and currency fluctuations, which diminished profitability and output.

The market rebounded to 4 388 тыс. т in 2022, supported by state procurement and producer subsidies, alongside import-substitution trends that boosted domestic oat production and consumption.

However, in 2023, the market plunged to 3 114 тыс. т as adverse weather conditions and a further 14% cut in sowing areas sharply reduced harvests. Simultaneously, rising exports to China and Mongolia diverted supply away from the domestic market, tightening local availability.
