The oat market volume in Serbia declined from 74 thousand tons in 2018 to 53 thousand tons in 2023, a decrease of about 28%. Two major contractions—in 2019 and 2022—drove this downward trend.

After the initial drop in 2019, the market stabilized in 2020 and 2021, with volumes around 57 thousand tons and minimal annual changes. However, in 2022, volume fell sharply by about 22% to 45 thousand tons, the lowest point in the period.

A recovery occurred in 2023, with market volume growing approximately 18% to 53 thousand tons, partially offsetting the previous year's loss but remaining well below the 2018 peak.

Serbia's oats production declined for the second consecutive year. In 2020, Serbia produced 52 135 tonnes of oats, marking a 7.3% decrease compared to the previous year. Production peaked in 2018 at 74 707 tonnes, with the largest annual increase of 7.4% recorded that year. The most significant decline occurred in 2019, when production fell by 24.7%. Overall, between 2017 and 2020, production decreased by 25%, representing an average annual decline of 9.2%.

Serbia's oats exports experienced a sharp decline in 2020, dropping to 737 tonnes, which represents a 41.8% decrease from the previous year. The highest export volume was recorded in 2019 at 1 266 tonnes, with the largest annual increase of 26.4% occurring that year. Over the period from 2017 to 2020, exports decreased by 37.4%, with an average annual decline of 14.5%.

From 2017 to 2020, Montenegro, Hungary, and Switzerland were the leading destinations for Serbia's oats exports by volume. Montenegro accounted for 32.7% of exports, Hungary for 28.2%, and Switzerland for 18.3%. Together, these three countries represented 79.3% of Serbia's total oats exports during this period.

Serbia's oats exports in monetary terms showed notable fluctuations between 2017 and 2020. The lowest value was recorded in 2018 at 311 thousand US dollars, while the peak occurred in 2019 at 546 thousand US dollars, representing a 1.8-fold difference between these years. In 2020, exports declined to 339 thousand US dollars, a 37.9% decrease from 2019. The largest annual increase was recorded in 2019 at 75.8%.

From 2017 to 2020, Hungary, Montenegro, and Switzerland were the top destinations for Serbia's oats exports by value. Hungary accounted for 40.4% of export value, Montenegro for 24.5%, and Switzerland for 15.9%. Combined, these three countries represented 80.8% of Serbia's total oats export value during this period.

Serbia's oats imports by volume showed significant fluctuations between 2017 and 2020. The lowest import volume was recorded in 2018 at 491 tonnes, while the peak occurred in 2020 at 5 808 tonnes, representing an 11.8-fold difference between these years. In 2020, imports surged by 119.4% compared to the previous year. The largest annual decline was recorded in 2018 at 18.9%, while the most substantial increase occurred in 2019 at 439.3%.

From 2017 to 2020, Bulgaria, Russia, and Hungary were the main sources of Serbia's oats imports by volume. Bulgaria accounted for 48.7% of imports, Russia for 20.4%, and Hungary for 13.8%. Together, these three countries supplied 82.9% of Serbia's total oats imports during this period.

Serbia's oats imports in monetary terms increased for the third consecutive year. In 2020, imports reached 1 249 thousand US dollars, up by 55.9% from the previous year. Between 2017 and 2020, imports grew by 1 098.8%, representing an average annual increase of 128.9%.
