The Russian semi-milled or wholly milled rice market volume increased from 708 thousand tons in 2018 to 760 thousand tons in 2020. This growth was supported by rising production profitability, which improved from 29.8% in 2016 to 34% in 2018, driven by better cultivation technologies and farm management. The introduction of new rice varieties further enhanced industry efficiency, boosting domestic output.

Market volume then declined to 680 thousand tons by 2022, as geopolitical sanctions and the COVID-19 pandemic disrupted import and export flows. Global logistical and price shocks in 2022 additionally constrained domestic production, leading to a significant drop in output.

A strong recovery occurred in 2023, with market volume reaching 766 thousand tons. This rebound was fueled by soaring production profitability reaching 83.5% and the imposition of temporary export restrictions on rice and rice cereals to stabilize domestic supply. In 2024, authorities extended the export ban through December and approved a development plan aiming to double rice production by 2030, underscoring continued policy support for the sector.
