The oat market in CIS experienced a multi-year decline from 5.4 million tons in 2018 to 4.2 million tons in 2021, measured in volume. This was primarily due to repeated cuts in sown areas—8.5% in 2019 and a further 5.8% in 2021—compounded by poor weather in 2020 that reduced yields. Additionally, export volumes rose sharply, especially to China, diverting grain from the domestic market.

A rebound in 2022 saw market volume increase by 21% to 5.0 million tons, supported by an 18.4% rise in the gross harvest. In value terms, the market grew even faster, reaching $1.3 billion, as prices strengthened amid geopolitical tensions and currency volatility. The recovery proved short-lived: in 2023 volume plummeted 28% to 3.6 million tons and value dropped 39% to $779 million after sown areas shrank by 15% and the harvest fell 27.1%, while exports remained high.
