The paddy rice market in CIS countries grew from 1.86 million tonnes in 2018 to 2.12 million tonnes in 2020. This increase was driven by expanded rice harvests in Russia, Uzbekistan, and Tajikistan, where rising sown areas and improved yields boosted domestic production.

Market volume then contracted to 2.07 million tonnes in 2021 and fell sharply to 1.90 million tonnes in 2022. The decline began with a 3.5% reduction in sown area in Russia during 2021, and was exacerbated in 2022 by an accident at the Fedorov hydro unit in Krasnodar Krai, which severely limited irrigation water for rice farms, leading to a substantial drop in the harvest across Russia and Ukraine.

In 2023, the market rebounded to 2.13 million tonnes as production recovered following the resolution of the irrigation disruption. This recovery was supported by government efforts outlined in the Ministry of Agriculture's roadmap to develop domestic rice farming and double output by 2030.

CIS paddy rice production has grown for the second year in a row. In 2019, production reached its lowest point at 1,885 thousand tons, marking a 6.8% decline. However, 2019 also saw the largest increase of 13.1%, followed by 2020 when production rose to 2,179 thousand tons, up 2.2% from the previous year. Overall, from 2017 to 2020, production increased by 7.7%, averaging 2.5% growth per year.
