Oat production in Azerbaijan grew strongly from 10 516 tons in 2018 to a peak of 13 542 tons in 2019. This expansion was supported by state agricultural subsidies and investments, as well as the introduction of improved seed varieties. Consumer shifts toward higher-quality local products also bolstered domestic demand.

The COVID-19 pandemic disrupted supply chains in 2020, causing production to drop to 11 101 tons. However, output recovered over the next two years, reaching 11 972 tons in 2022, aided by government programs to boost self-sufficiency and the launch of new agro-parks such as Tovuz Agro MMC.

Production declined again in 2023 to 10 179 tons, while oat imports rose to 658 tons. In the following years, the government continued its policy of reducing import dependence and enhancing seed quality, with import volumes reaching 1 282 tons in 2024 before falling to 642 tons in 2025.

In 2021, Azerbaijan produced 11 633 tons of oats, representing a 4.8% increase compared to the previous year.
