Between 2018 and 2020, the semi-milled or wholly milled rice market in Azerbaijan expanded from 46 000 t to 59 000 t. This growth was primarily fueled by rising imports, which compensated for low domestic production. In 2019, imports surged as consumers shifted towards rice as a more affordable staple amid declining household incomes. Despite the pandemic and global trade shocks in 2020, imports remained the main market source, supporting further volume growth.

The market volume contracted to 52 000 t in 2021 due to a significant drop in imports. A recovery followed in 2022, with the market reaching 57 000 t after the Cabinet of Ministers adopted new decisions regulating import and sales, which helped maintain high import levels and increased India's share in supply.

In 2023, the market grew to 63 000 t. This increase was supported by the introduction of new high-yield rice varieties from Italy, which boosted domestic production, while imports from key suppliers like India, Russia, and Pakistan continued to supply the bulk of market volume.

However, looking at the broader period from 2018 to 2021, production fell by 49.3%, with a compound annual growth rate of -20.3%. The lowest production level was recorded in 2020 at 5 978 tonnes, while the sharpest decline occurred in 2019 with a 31.3% drop.
