Domestic oat production in the region fluctuated between 1.1 and 1.2 million tons annually without a definitive upward trend. In contrast, imports surged from 390,000 tons in 2019 to 670,000 tons in 2023, effectively driving the market's expansion. The growing reliance on imported supply became a defining feature of the Asian oats market in the latter part of the period.

By 2023, the total market volume was 11% larger than its 2018 level. The steady rise in imports, which more than doubled from their 2019 low, compensated for the relative stability in local production, underscoring the region's increasing integration into global oat trade to meet demand.
