The volume of the oats market in Portugal exhibited considerable volatility from 2018 to 2023, starting at 63 thousand tons. A decline to 53 thousand tons in 2019 occurred alongside a nearly 300% increase in oat exports over the preceding two years, which redirected a significant portion of domestic supply abroad. The market recovered to 63 thousand tons in 2020, fueled by a 26% surge in demand for oat-based plant beverages within Portugal and a broader European trend where consumption of such drinks rose by 50%, with major dairy producers entering the segment to capitalize on this growth.

A sharp and sustained downturn followed from 2021 onward. Market volume dropped to 56 thousand tons in 2021 and then contracted severely to 36 thousand tons in 2022 and 33 thousand tons in 2023. This was primarily due to a collapse in domestic oat production, which fell from 39 thousand tons to 15 thousand tons over the same period. Although import levels remained notable, they were insufficient to offset the drastic reduction in local output, leading to a much smaller overall market.
