In 2018, Samoa's not defatted cocoa paste production reached 339.4 t, supported by the Ministry of Agriculture and Fisheries' push to revive the cocoa industry and the Samoa Cocoa Industry Association's work to bring more farmers into cultivation. Collaboration with international companies like Whittakers also aimed to position Samoan cocoa on the global market. The following year, production declined to 320.9 t, while the Market Information Service issued reports for primary producers to encourage sustainable cocoa farming.

Market volumes fluctuated over the next three years, with production recovering to 348.2 t in 2020, then dropping sharply to 272.9 t in 2021, before rebounding to 336.4 t in 2022.

The market expanded again in 2023, with production climbing to 359.2 t and market size reaching 358.5 t. This growth coincided with the Ministry of Agriculture and the Scientific Research Organization of Samoa organizing events like the Koko Market Day to promote product diversification, as well as the launch of a government strategy to boost cocoa exports. In 2024, efforts intensified with Samoa selected as a demonstration country under an FAO-China South-South Cooperation project, a New Zealand-funded training program to improve cocoa quality, and the local firm Wilex Samoa introducing a new chocolate product. Government contracts for renovating key markets like Savalalo Market also aimed to enhance distribution infrastructure.
