The market volume for cocoa butter in Samoa showed considerable variation from 2018 to 2023. It began at 159.2 t in 2018, declined to 149.1 t in 2019, then rose to 162.2 t in 2020. A severe contraction followed in 2021, with volume dropping to 118.2 t, before a robust recovery to 155.4 t in 2022 and a further increase to 163.2 t in 2023.

The sharp market decline in 2021 was directly tied to a 14.6% decrease in the volume of agricultural products supplied to local markets during the first seven months of the 2020/21 period. This shortage of raw materials, a lingering effect of COVID-19 restrictions, reduced the availability of cocoa beans for processing. The subsequent rebound in 2022 aligned with reported increases of 13% and 21% in the volume of agricultural products at local markets in August and October, signaling a sector-wide recovery that lifted cocoa butter production.

Market growth continued in 2023, supported by a 6.1% rise in international cocoa prices that January, which improved incentives for local production. Throughout this period, the Samoa Koko Industry Association, with backing from the Ministry of Agriculture and Fisheries, actively promoted export markets for boutique cocoa products, providing underlying industry structure despite the pandemic's disruptive impact on supply chains in 2020 and 2021.
