Earlier Report Observations

In the initial years from 2018 to 2020, production of non-coniferous wood fuel in the CIS was supported by state subsidies for transportation and reduced railway tariffs, which stimulated domestic demand. However, export restrictions to the European Union due to impending sanctions began to weigh on the market in 2019, leading to a slight dip. Despite a drop in charcoal prices in 2020, production increased that year as new regional facilities for producing hardwood charcoal came online, and ongoing bans on unprocessed timber exports channeled more raw material into domestic processing.

From 2021 onward, output declined more substantially. Preparations for a full ban on unprocessed timber exports, which took effect in 2022, created uncertainty, while the ban itself and EU sanctions caused a sharp 51% drop in fuelwood exports in 2022. This forced producers to reorient toward the domestic market, where demand was buoyed by state support measures such as discounted railway rates. Nevertheless, total production continued to fall, reaching 9 949 thousand m³ in 2023, as the loss of export markets was not fully offset by home consumption.

Throughout the period, market participants adapted by developing new product segments. Investments in processing wood waste into fuel pellets and charcoal expanded the product range; for instance, production of hardwood fuel pellets reached 1.8 million tonnes in 2023. These shifts reflect the industry's response to regulatory constraints and a move toward deeper processing.

In 2020, the CIS produced 12 824 K m³ of non-coniferous wood fuel, marking a slight year-over-year increase of 2.7%. Looking at the broader period from 2017 to 2020, production grew by 10.7%, which translates to an average annual growth rate of 3.4%. The most significant decline occurred in 2019, with a drop of 1.3%. Conversely, the largest increase was recorded in 2018, when production surged by 9.2%.
