A regulatory order in 2020 established new criteria for when recovered paper ceases to be classified as waste, affecting industry operations. The decline accelerated in 2021, driven by the ongoing shift toward digital media, which reduced demand for newsprint, coupled with a significant increase in pulp prices that raised production costs.

A recovery began in 2022, with production rising to 150.6 thousand tonnes and further to 174.3 thousand tonnes in 2023. This turnaround was supported by the Enterprise Creation and Growth Law, which simplified administrative procedures for businesses, and a market trend favoring paper over plastic packaging for environmental reasons. The positive momentum continued into early 2024, with reported growth in newsprint production linked to the broader adoption of ESG criteria and ongoing digital regulatory frameworks.

Spain's newsprint production declined for the third consecutive year. In 2020, output was valued at 113.4 million US dollars, marking a sharp decrease of 44.1% compared to 2019. Over the period from 2017 to 2020, production fell by 58.7%, with a compound annual growth rate of -25.6%.
