The newsprint market volume in Madagascar showed marked volatility from 2018 to 2023. After reaching a high of 5 045 t in 2019, it dropped sharply to 2 833 t in 2020 and further to 2 539 t in 2021. A rebound occurred in 2022, lifting volume to 3 651 t, before a moderate decline to 3 296 t in 2023. Domestic production remained steady at 238 t annually throughout the period, so changes in market size were driven almost entirely by import fluctuations.

In 2022, when the market expanded by over 40%, local reports highlighted a newsprint crisis that could lead to reduced newspaper pagination and print runs. Despite this potential downward pressure on demand, import volumes rose substantially, contributing to the overall market growth. The lack of organized waste-paper recycling and sustainable forestry for pulp production continued to limit local raw material supply, reinforcing dependence on imported newsprint.

Over the six-year span, the market never recovered to its 2019 peak, remaining below 4 000 t after 2020. The constant domestic output of around 240 t per year indicates that local manufacturing capacity for newsprint did not change during these shifts.
