Domestic newsprint production in Eastern Africa remained unchanged at 13.2 thousand tonnes each year from 2018 through 2023. This stability meant that the total market volume was entirely dependent on fluctuations in import levels, as exports were minimal and declining.

The market volume fell sharply from a peak of 113.4 thousand tonnes in 2019 to a low of 73.4 thousand tonnes in 2021, a period during which import volumes dropped from 102 thousand tonnes to 61 thousand tonnes. A recovery followed, with the market growing to 104.8 thousand tonnes in 2023 as imports increased to 92 thousand tonnes.

By 2024, import volumes had decreased again to 81.2 thousand tonnes, with exports falling to just 0.1 thousand tonnes. The overall trend from 2018 onward shows a market highly sensitive to import supply, while domestic output played a constant but minor role.
