The Iranian newsprint market volume grew from 120 765 t in 2018 to 131 191 t in 2019, supported by a policy reintroducing preferential currency rates for paper imports that year, which facilitated higher shipments. This expansion was abruptly reversed in 2020 when the market contracted by 34% to 86 730 t, driven by tighter currency restrictions, ongoing international sanctions that raised import costs for raw materials, and an economic downturn that suppressed consumer demand.

A partial recovery followed, with market volume rising to 95 010 t in 2021 and further to 102 527 t in 2022, aided by government efforts to increase foreign currency allocation to importers and regulatory changes aimed at curbing hoarding and speculation in the paper market. However, by 2023, the market volume declined again to 94 083 t, reflecting persistent currency volatility and the continuing constraints of international sanctions on supply.
