Between 2018 and 2020, Iran's chemical wood pulp market expanded from 298.2 thousand tons to 309.7 thousand tons, driven entirely by rising imports. This growth was supported by booming imports of wood pulp from Russia due to border proximity and domestic wood shortages, alongside increasing demand for disposable cellulose products, exemplified by the launch of Pars Tabiat Cellulose's new production line for cellulose containers.

The market contracted sharply in 2021 to 261.3 thousand tons as authorities tightened import restrictions and raised tariffs on chemical and wood raw materials, making imports more expensive and difficult. A partial rebound followed in 2022, with market volume reaching 287.2 thousand tons, though still below the 2020 peak.

By 2023, market size had fallen further to 210.3 thousand tons. Domestic production remained steady at 75 thousand tons throughout the entire period, meaning all fluctuations stemmed from changes in import volumes.

The lowest volume was recorded in 2018 at 223.2 thousand tonnes, which also saw the largest decline of 3.3%. The largest increase occurred in 2019 at 2.7%.
